What Our MBE Certification Does for Your Bid

New York Business Systems is a New York State Certified Minority-Owned Business Enterprise, certified by Empire State Development under Executive Law Article 15-A. For your purposes, that means one thing: the copier, print, and IT spend you're already budgeting can count toward your MBE participation goal.

Most organizations we work with are trying to hit a number and running out of places to find it. Payroll, rent, and utilities are off the table. Office equipment isn't. Leases, service, supplies, and IT support all sit on the discretionary side of the budget, where you choose the vendor — which makes them some of the easiest dollars to move.

A few things that tend to come up:

Federal dollars don't get you out of it. Article 15-A applies even when a contract is fully federally funded. Worth knowing before you assume a grant-funded purchase is exempt.

Certification is the whole ballgame. A minority-owned business that isn't ESD-certified doesn't count toward anything. We are, and we'll send you the paperwork the day you ask.

Contracts over $25,000 for labor, services, equipment, or materials fall under the requirements, along with real property work over $100,000.

Federal funding is not an exemption. New York State requires full compliance with the M/WBE initiative even on contracts that are 100% federally funded.

Certification is what counts. Only New York State certified firms apply toward participation goals. A minority-owned business without ESD certification contributes nothing to your numbers.

Your participation goals show up in the RFP or Invitation for Bid, in the award documents, and again at renewal — so there's usually more than one point where a certified vendor helps you.

Office technology is different. Everything below is discretionary, and all of it is available through NYBS.

You're also required to evaluate MBE availability before contracting with a non-MBE for services including equipment maintenance, IT service, and printing. We handle all three, which makes that a short evaluation.

 

Add us as a vendor. Use the commodity codes above. We'll return a completed vendor packet, W-9, and certificate of insurance the same day you request them.

Send us your solicitation. We respond to formal bids and RFPs across New York, New Jersey, and Connecticut, and confirm receipt within one business day.

Or start before you go to bid. We'll analyze your current fleet and print volumes at no cost and show you what you're spending per page. That analysis is often what tells you whether a solicitation is worth running at all
